UAE Commits โ‚ฌ40 Billion to Germany

On September 10, the UAE committed โ‚ฌ40 billion in new German investments, in addition to approximately โ‚ฌ34 billion already invested. UAE and German companies also signed 29 agreements worth more than โ‚ฌ9.4 billion.

The package includes approximately one gigawatt of new data-center capacity. Germany also approved additional traffic rights allowing Emirates to establish regular Berlinโ€“Dubai flights.

This has moved beyond political intent into a defined investment and corporate partnership channel. The new aviation access also strengthens executive mobility, tourism, cargo and business connectivity between Germany and the UAE.

U.S. Expands Sanctions Targeting Iran-Linked Networks

Status:

Enacted September 10.

What changed:

The United States imposed sanctions on companies and individuals in the UAE, Iraq, Lebanon and Turkey accused of supporting Hezbollah, Kataโ€™ib Hezbollah and other Iranian proxy networks.

OFAC also announced that it will deny most outstanding and future Iran-related licensing requests except in exceptional circumstances. A U.S. citizen separately agreed to pay $1.43 million for 39 apparent violations of Iran-related sanctions.

Why it matters:

UAE registration alone does not establish that a company is commercially safe. Ownership, management, banking relationships, intermediaries, shipping activities and ultimate beneficiaries now require more intensive screening.

Additional U.S. Action Against a Major Bank Is Expected

Status:

Announced but not yet implemented.

U.S. Treasury Secretary Scott Bessent stated on September 10 that a large, currently unnamed bank will be sanctioned on September 14 as part of the campaign against Iran-related financial activity.

Why it matters:

The bankโ€™s identity and jurisdiction could materially affect payments, correspondent banking, trade finance and client transactions across the GCC and Europe.

Companies with potential exposure should review their banking relationships and prepare alternative payment channels before the institution is identified.

UAEโ€“U.S. AI Infrastructure Is Being Redesigned Around Security and Resilience

Reported redesign under consideration. The final master plan has not been announced.

The UAE is reconsidering the structure of its planned five-gigawatt AI campus. Instead of one concentrated location, the project may become a distributed network of data centers across the Emirates.

Authorities are reportedly considering underground construction, air-defense systems, blast-resistant materials, electronic protection, backup power and geographically separated facilities.

The first $30 billion, one-gigawatt Stargate UAE phase is expected to continue, with OpenAI, Nvidia, Oracle, Cisco, SoftBank and G42 involved.

Why it matters:

Physical security and business continuity are becoming fundamental market-entry requirements for critical GCC infrastructure rather than secondary operational considerations.

This creates opportunities for U.S. and European companies specializing in cybersecurity, secure construction, cooling systems, backup power, distributed cloud infrastructure, drone defense and critical-infrastructure resilience.

No consequential new business-entry or investment-rule changes were confirmed since the previous update for Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, the United Kingdom, Switzerland or Norway.
